1. Call to Order and Welcome. Joe O’Brien called the meeting to order at 6:00 p.m. The Agenda was adopted as printed.
2. Review and approval of minutes of previous meeting(s). Minutes from the March meeting were approved.
3. Review and approval of financial statements. The financial statements for March were approved.
4. Customer Comments.
Joe talked with someone who was gone all winter and didn’t pay the January invoice. They will pay what it due for two quarters.
5. Operations Report.
Test Results and Testing.
Bacteria results negative.
Fluoride results within tolerance.
Routine testing and operations.
The cistern backup battery kept giving a low batter alarm this winter. Brian had Champlin test the system and they recommended replacing the battery. Brian purchased a new battery and replaced it March 26.
Poker Hill has two pressure tanks and two controls for five houses. The controls alternate off and on. They were not alternating. A technician from Champlain said the controls look fine. He said there might be a leak in the pressure tank. It got up to 60 and then three minutes later dropped to 40. We haven’t heard from anyone that they have a problem with the pressure. Joe talked with Marc after. Marc doesn’t think there is a leak based on the ratio of pressure and water in the tank. The water may have to be drained and repressurized. Brian was to talk with Marc yesterday. If the tanks do start leaking, we may have to replace the blotter inside.
Steve asked about a flushing date. Joe will check with Brian. Steve said he will help.
6. Old Business.
A. There are a couple details to put on the O&M Manual. It was due April 1, but the State seems okay since we are working on it.
B. On Harvest Crossing, the approvals have been made, but we haven’t heard anything else. Steve said the building permit blew onto his lawn.
C. For the 385 Vermont Route 15 hydrant replacement, Joe will contact ECI to schedule.
D. For the storage building work, Liam will give a quote for painting when he is back from vacation.
E. Steve purchased the door and built a frame. It had a lock and key, so Steve is waiting for warm weather to install it.
F. We have an approved bid on the Poker Hill generator. Joe will have Brian check with Reliant. They were waiting for the snow to clear.
7. New Business.
A. The Permit to Operate from the Agency of Natural Resources is temporary based on finishing the O&M Manual.
B. We are sitting on the lead copper requirements. Joe will have Tanner look at the person who didn’t know what connection they had.
C. Joe said they will get the Consumer Confidence Report distributed in May. We will talk about at next meeting and divide it up.
D. The Source Protection Plan is due November, 2027. For the last one we did, the engineering company looked at all plots from here to the mountain and looked for pollutants. Joe talked with Simon and they have someone that does that. Joe talked to Marc and he said to look at who did last one and see if they still do it. Joe will check.
E. We received a tank inspection quote for $6,200.00 for the three tanks. Joe chose the company that will do it with a live diver instead of a robot. It is $1,000.00 less with a robot, but if something is wrong, the diver will be there to fix it. The inspection quote was approved. Joe will call to schedule.
Pressure washing of tanks will be put on Steve and Joe’s to do list.
Steve said the shut offs should be isolated. We will see if Marc will help with isolating tank. Steve said we need to replace the broken cap on his shut off.
8. Next Regular Meeting. Next regular meeting May 5, 2026, at 6:00 p.m.
9. Review and Approve Bills. Bills were reviewed and approved.
Adjournment. The regular meeting was adjourned at 6:33 p.m.
