1.   Call to Order and Welcome.  Joe O’Brien called the meeting to order at 6:00 p.m.  Joe added 3C, donation to United Church of Underhill and donation to Front Porch Forum.  The Agenda was adopted as amended.

 

2.   Review and approval of minutes of previous meeting(s).  Minutes from the October meeting were approved. 

 

3.   Review and approval of financial statements

 

A.    The financial statements for October were approved.

 

B.     Not reviewed.

 

C.  A donation of $300.00 to United Church of Underhill was approved.  A donation of $50.00 to Front Porch Forum was approved.

 

4.   Customer Comments.

 

            Joe spoke with Kevin Campbell on Sugar Hill Road, who is the one house on that road below the cistern.  The Maple Ridge work was on Monday and Kevin called Joe on Tuesday to say they were out of water.  Joe called Ben from Cutting Edge, who did the Maple Ridge work, and he said they should have water back.  Joe did not hear back from Kevin until late in the day.  Their valves were filled with sediment and, once he cleaned them, they had water back.

 

            Joe spoke with Jean Bromley and Glenn Martin regarding high bills.  Both bills were adjusted.

 

            Joe spoke with the new owner of 20 Park Street (old Martel property), who has plans for development of the old print shop into two apartments and two lots in the back.  He is going through the Town of Jericho, but Underhill jumped in since the property comes out on Park Street in Underhill.  Joe talked with the wife later and told them they need to update the allocation request since they have expired.  Presumably there will be 4 hookups that need 2” lines and four meters.  We have ¾” meters.  Tanner suggested we purchase some 1” meters.

 

            Vermont Gas contacted Joe regarding Steve’s neighbor.

 

5.   Operations Report.

 

Test Results and Testing.

Bacteria results negative.

Fluoride results within tolerance.

 

Routine testing and operations. 

 

Brian recommended that we still wait on flushing.  Joe said they would flush at the pump house when Brian gets back.  Brian is away in Italy from November 12-19.

 

The generators were not working.  Brian called Reliant to look at and tune up.

 

6.   Old Business.

 

A.  For the hydrant flushing, we needed to apply for a permit for the Vermont Route 15 hydrant replacement.  The Valley’s Edge hydrant repair was done.  ECI said the Vermont Route 15 replacement would be the week of November 30.

 

B.  Nothing new on the Mill Development. 

 

C.    For the sidewalk project, they put flashing crosswalk lights by the old church.

 

D.    Storage building work will be done during the November flushing.

 

7.   New Business. 

 

A.    Harvest Crossing is waiting for permitting from the State.  We are awaiting State approval on an 8” line instead of a 6”.

 

B.     The cistern leak was right as the line goes into the tank fitting, which was so close that they couldn’t repair.  There was a 2” PVC pipe fitted with brass.  The tank had to be drained (10,000 gallons), the fitting cut out and a new one put in.  The leaks were repaired.  There were two leaks on the line.  The pumps were filled up around 1:30.  Joe had told the customers they would be without water all days.  About six feet was open before, which was filled in and seeded.  It is now about one foot.  They also fixed the skid marks on the neighbor’s lawn.  It was all mud were Joe and Brian walked, but it was filled with water before it was filled in.  Joe called Ben to look at to see if it is leaking.

 

C.    Double, included under 6A.

 

D.    Steve measured the roofing.  About 8’ is needed.  You can buy 10’ at Lowes.  Three pieces of cap are needed.  Tanner said he had some ridge cap that may work.  Steve said it will cost about $130.00 with screws.  Steve asked if he could hire his son to do the work Wednesday, which was approved.  Steve said he purchased a little portable generator.  Steve is still looking for a pressure washer.  Steve will look into purchasing a scope.  He did purchase vests.

 

E.     On the sanitary survey, we can check off the cistern if it is not leaking. 

 

Tanner spoke with Tim from the Rural Water Group.  He said he can do the manual.  He has to talk with Brian for the cistern, etc.  Tim said to tell the State he is working on the manual and they should leave us alone.  It will be much cheaper than $6,000.00.  Tanner will tell Amy we do not need her. 

 

Joe has been in touch with the water supply person.  Will tell the State we are in touch and will do the field work after the 19th

 

8. Next Regular Meeting.  Next regular meeting December 2, 2025 at 6:00 p.m.

 

9. Review and Approve Bills.  Bills were reviewed and approved. 

 

Adjournment.  The regular meeting was adjourned at 6:50 p.m.
