1.   Call to Order and Welcome.  Joe O’Brien called the meeting to order at 6:00 p.m.  Joe revised the Agenda to add 7E Vermont Lead/Copper Replacement Discussion.  The Agenda was adopted as revised.

 

2.   Review and approval of minutes of previous meeting(s).  Minutes from the October meeting were approved.

 

3.   Review and approval of financial statements.  The financial reports for October were approved.

 

4.   Customer Comments.  

 

            Joe talked with Patricia Gray, Amy Morse, Pat Richmond and Joe Marriott regarding their October 1 invoices.  For the customers that are contesting their invoices, we will average their use over the last four quarters and credit the difference.

 

            Joe spoke with Clark Dupont on Farmhouse Road.  Joe told him we are not responsible for the water line to the barn.

 

            Joe spoke to someone that lives in the Foothills.  She said their water system is getting old and asked if they could cross the river and tap into ours.  We would have to go along the road and under the river.  Our tanks would not have enough pressure.  Joe said to inquire with Champlain Water District.

 

5.   Operations Report.

 

Test Results and Testing.

Bacteria results negative.

Fluoride results within tolerance.

 

Routine testing and operations.  The flushing went well.

 

Matt Clark was repairing the basement at 3 Meadow Lane and water came pouring in.  Brian went over and tested for chlorine and there was a service line leak.  The shutoff was in the middle of the sidewalk and not on the map.  Brian and Steve helped with the repair of the leak.  After repair, Brian disconnected the water meter and flushed the system.

 

Brian is making a list of contractors for when we have emergencies.

 

6.   Old Business.

 

A.  Joe spoke with Rick Hamlin, the civil engineer for the Mill Development.  They have local permitting from Jericho, but have an issue with Underhill.  Underhill is concerned about traffic with two entries, with one on Park Street.  They are working with the State on waste water.  Phase I is the sawdust mill and apartments.  They are moving forward and Rick Hamlin feels there is no issue.

 

B.  Nothing on United Church.  Joe said there is no engineer’s drawing.

 

C.  For the hydrant replacement, Lance has not moved on ordering.  We may need to order ourselves.  Joe spoke with John Leo and he is available for the work.  Joe will try once more with Simon.  The backup is to order and have someone supervise the work.

 

D.  The 22 Harvest Run connection was designed by the engineer for a 1” line.  Our regulations were not reviewed.  A special meter needs to be ordered for the 1” line.  Tanner said that the homeowner should pay the difference for the special meter.

 

7.   New Business. 

 

  1. The Hach chlorine analyzer replacement arrived, but is missing a part.  Brian contacted them.

 

  1. Steve and Brian made a list of beneficial items.  Steven said a 20’ x 10’ shipping container cost around $3,500.00, which includes delivery.  Tanner said he could get a dump truck if we need gravel.  Steve will look for a spot to put it.  Box trucks for deliveries needs a place to turn around.  A motion was made to purchase the container, which was approved.  Steve will place the order.  Steve has shelving and will make a pegboard

 

A solar panel was mentioned for interior light near the control building.  The control building needs to be cleaned.

 

The white building behind Steve’s house has bad flooring and animals are getting in.  Should it be repaired or taken down?  Maybe purchase another container for there.

 

Steve said one of the pumps has a reading in kilounits and the other is gallons.  Steve will call Marc on how to change and then Lance.

 

C.  The tank cleaning will be moved to old business.  It will be reviewed in spring.  We will commission a dive to see if cleaning is needed.

 

D.  Nothing to review from annual meeting.

 

E.  For the Vermont Lead/Copper Replacement, we need to notify customers by November 15.  Joe will put the notice in Front Porch Forum and on our website.  If a customer has lead pipes, they have to pay for the replacement.  There are 0% loans available.  The State has money for grants.  Joe will sign the affidavit that notice was given.

 

8. Next Regular Meeting.  Next regular meeting December 3, 2024 at 6:00 p.m.

 

9. Review and Approve Bills.  Bills were reviewed and approved.

 

Adjournment.  The regular meeting was adjourned at 7:11 p.m.
