1. Call to Order and Welcome. Joe O’Brien called the meeting to order at 6:00 p.m. The Agenda was adopted as presented.
2. Review and approval of minutes of previous meeting(s). Minutes from the January meeting were approved.
3. Review and approval of financial statements. The financial reports for December and January were approved.
4. Customer Comments. A few people called asking where their bills were and some called after they went out regarding the wrong name on the bills.
Peter Geise said the bill for 1 Depot Street seemed really high. Brian will read the meter tomorrow.
The Guays’ bill was high again and they have been away. Brian will read the meter tomorrow. Joe would like to look at the meter and check the line. A new meter should be installed.
Joe spoke with Lee Dumas. Lee purchased a flag for the hydrant and put it on before the ones we ordered came in and said he was going to bill the District.
5. Operations Report.
Test Results and Testing.
Bacteria results negative.
Fluoride results within tolerance.
Routine testing and operations.
The handheld was giving Brian problems. It is 20 years old technology. Joe will ask Brian to get a quote for new technology.
Brian tried to flush the blowoff at Guay’s, but it was frozen.
The chlorine analyzer line was leaking. Brian got new fittings and replaced them. He tried to fix the Y-strainer leak, but it did not work. Briane ordered a new one from Grainger Supply.
Brian received a proposal from Reliant Electric Works on the generator. A new ignition module, mufflers and spark plugs are needed. The proposal is for $2,792.90. A motion was made to approve the proposal to get the generator repaired and was approved. Nancy will send a check for the 50% deposit. Steve asked if the work is guaranteed or under warranty. Joe will ask about that.
Brian is looking at a trip to ski in the west for three weeks at the end of February and beginning of March. Joe will try to get Andy or Marc to cover. Joe will see if two tests can be done instead of three. Joe may also cover and train with Brian before he goes.
6. Old Business.
A. Nothing new on the Mill Development. Joe did hear that the Town of Underhill was perturbed that two streets come out onto Park Street. Jericho did not notify the adjacent landowners. Joe saw Brian Holden and Brian said he was going to attend the meeting last week. Jericho has approved the concepts. There are supposed to be 192 units.
The big thing right now is the sidewalk from Jericho Market to the park. Joe hasn’t heard anything from Jericho and we have a number of shutoffs through there. Tanner thinks the pressure for the sidewalk if for the Mill construction.
Dickenson Drive may go to two ways because of the development. Joe has heard nothing on the septic partnership.
B. Nothing new on United Church.
C. Joe talked with Lane Simon. He does not want his company to do the tank cleaning. He feels it is a waste draining the water and then water would need to be hauled in. Joe reminded him of the last two inspections he sent. Lane said there was sediment on the bottom, but not causing anything. He said to wait a year and save for divers. Joe said it is inspected every five years, but cleaning is our decision. We do have money for painting. It was decided to wait until next spring.
D. Nancy has taken over the fluoride testing from Helen.
7. New Business.
A. Joe received a hydrant price from Lance at Simon. The estimate is $5,000.00 and the attachment for the Fire Department is an additional $500.00. We do not believe our Fire Department is using it and we only have one connection point. Lance suggested we purchase the hydrant ourselves and hire a contractor to install it. Joe will ask Lance to get a firm price on a hydrant. The project will have to be done after the frost. Will get some bids from area contractors.
B. For capital planning, Joe said we are spending enough at the moment, but he will keep it on the agenda.
C. The service line inventory review is mandatory. Joe thought it was an option, but any system under 1,000 customers can get a grant for a firm to come do the review. The firm will need to go into every house and check the piping into the house. If it is galvanized, it will require replacement and they will tell the homeowner to replace. Marc said we do not have any. Plastic and copper are fine. Joe is attending a seminar tomorrow to see what the requirement is for the homeowner. The homeowner owns to the shut off. Joe will check to see if someone needs to go with them. He believes they record who will not let them in. February 16 is the deadline for data. Nancy will get mailing addresses for all customers and e-mail them to Joe. July 1 is the deadline to have it done by a firm or you have to pay for it yourself.
Nancy will check if we made a donation to United Church for using the church for meetings. Steve will check with Helen’s daughter-in-law to see about something for Helen’s work.
8. Next Regular Meeting. Next regular meeting March 12, 2024 at 6:00 p.m.
9. Review and Approve Bills. Bills were reviewed and approved.
