1.   Call to Order and Welcome.  Joe O’Brien called the meeting to order at 6:18 p.m. to adopt the Agenda.  It was moved to make an addition to New Business for the Mission radio update.  The Agenda was adopted with the addition.

2.   Review and approval of minutes of previous meeting(s).  Minutes from the September meeting were approved. 

3.   Review and approval of financial statements.  The financial statements for September were approved.

4.   Customer Comments.  None.

5.   Correspondence.  Magazines.

6.   Operations Report.

Operator’s Report.

Water usage.  ________ gal/day

  1. Test Results and Testing.

Bacteria results negative.

Fluoride results within tolerance.

7.   Repairs, Maintenance, and Connections.

Kirk said it has been quiet with not much going on.

The chlorine pump is working really well.  Kirk feels the new ortho chemical will save money.

Kirk said John still does work when he is in town.

8.   Old Business.

A.  Nothing new on the Mill Development.

B.  Nothing new on United Church.

C.  No allocations.

D.  Wells and pump are working well.

E.  Kirk said the tank inspection is still pending.

9.   New Business. 

A.  Joe said the ARPA is getting a little clearer.  Towns will need to start looking for engineers.  Aldrich + Elliott know our district.  Kirk will reach out to Wayne.  He will invite them to our next meeting for a price on expanding.  Joe will find out from Brad Holden on how much we will receive from Underhill.  Jericho is looking at a sewer system near the market.

B.  Joe talked with Marc about chipping out the sidewalk over the bearings.  Kirk will contact the contractor.

C.  Kirk said the drainage relocation is all done except for repaving in the spring.  Courtland had given Kirk a quote for $10,000.00.  Kirk will contact them.  Kirk will call and coordinate with Vermont Gas.

D.  Any replacement meter will have the remote.  There are none in stock.  It takes about three to four weeks.  Kirk will look into.

E.  Joe said we would look into using part of the ARPA money to extend our line farther on Poker Hill.  Will contact an engineer on extending.  Rick Nold from 77 Poker Hill stopped by to discuss extending the line.  He will speak to his neighbors to see who would be interested in connecting.  There are 12/13 possible.  Rick said they would be willing to share in the cost.  Joe said the concept is very possible and we will investigate the cost.

F.  Kirk said we should put Park Street into the budget.  We have permission to cut the road from the Town.  Kirk will get a break out of the costs.  It was discussed to use the ARPA funds to upgrade more hydrants with fast connects and paint the tanks.  We will prioritize the capital plan.  The money would need to be spent by 2024. 

G.  We received a quote for the Mission radio update.  Kirk said 3G technology is being used right now.  We have the cistern and upgraded the tank and wells to Mission.  It is not at Poker Hill.  Kirk said we are in pretty good shape.  They have been working well.  Kirk will do some research and it will be reviewed at the next meeting.

10. Next Regular Meeting.  Next regular meeting November 2, 2021 at 6:00 p.m.

11. Review and Approve Bills.  Bills were reviewed and approved.

Adjournment.  The regular meeting was adjourned at 7:00 p.m.
