1.   Call to Order and Welcome.  Joe O’Brien called the meeting to order at 6:00 p.m. to adopt the Agenda.  It was moved to move 9C under New Business to 2.  The Agenda was adopted as amended.

2.  New Business.  C.  Extension of lines discussion.  Wayne Elliott attended the meeting to discuss the line extension.  Kirk and Wayne met last week.  Wayne will do research to ascertain the best way to go about the line extension.  Wayne said there are a lot of funding options out there and a lot is pending.  Wayne said the ARPA money is going directly to the Towns and not to fire districts, etc.  The Selectboards will be in charge of the money.  He believes they will want to spend the money on COVID related things.  They money will be disbursed by 2024 to be used by 2026.  He will discuss with the Town what their plans are.  He believes the Towns will take a slow look at everything.  Wayne believes the drinking water program is a good place to look.  They have planning funds available with fifty percent loan forgiveness.  The preliminary engineering should be done with proposed project costs.  There is a party list application in January/February.  It should be brought up about the drought problem.

3.   Review and approval of minutes of previous meeting(s).  Minutes from the October meeting were approved. 

4.   Review and approval of financial statements.  The financial statements for October were approved.

5.   Customer Comments.  Kirk Bourdeau said his water was discolored.  Joe told him to run an outside line for five minutes and it cleared up.

Rob Groff said there is standing water in the parking lot of the dance studio.  Kirk will meet with the locator tomorrow at 10:00 a.m.  Marc said it is a wet area.  Kirk called Courtland and told them we may have a leak.

Patricia Gray called and said her usage is high.  Kirk will check with her tomorrow.

Kirk spoke with the owner of 18 Willow Lane.  There is a leak on the meter horn.  Kirk will change the meter to a new one and drop off the meter horn.  The plumber will change that.

6.   Operations Report.

Operator’s Report.

  1. Water usage.  ________ gal/day
  2. Test Results and Testing.

Bacteria results negative.

Fluoride results within tolerance.

7.   Repairs, Maintenance, and Connections.

Kirk said we should consider putting the Barrett Lane change of service line in the capital budget.  There is a 4” line to the building down the hill.  We could T into and run up Poker Hill and turn onto Barrett.  May need to up the pump and add a few pressure tanks.  Kirk will reach out to Rick Nold.

Month was pretty quiet.

 

8.   Old Business.

A.  Mill Development – Jericho had a DRB hearing.  They are looking at making the large building into eight apartments.

B.  There is a United Church meeting tonight.  They are going to get info on project, looking for funding, permitting, etc.

C.  No allocations.

D.  Kirk said he is having no luck with them doing the tank inspection.

E.  Joe will check with Marc about the muddy valves.  It is on the Town of Underhill agenda for horses on the sidewalk.

9.   New Business. 

A.  ARPA – Joe thinks the Town of Underhill will help.  They received about $400,000.00.  Jericho has a big list of things they want to do.  Kirk will get with Wayne to do planning through drinking water, planning grant, etc.  Wayne will do the paperwork.

B.  For the Park Street line relocation, they are not available until the end of November, beginning of December.  We might have to wait.  Could do service line repair in the spring.  Will have to be done before Town paves.  Joe will check with Brad Holden to see when the Town will be paving.

D.  Will discuss budget priorities at a later date.

Kirk said John will be stepping back as assistant operator.  Tanner will check with his father-in-law and Kirk will check with someone that had showed interest before.

10. Next Regular Meeting.  Next regular meeting December 7, 2021 at 6:00 p.m.

11. Review and Approve Bills.  Bills were reviewed and approved.

Adjournment.  The regular meeting was adjourned at 6:50 p.m.
