1.   Call to Order and Welcome.  Joe O’Brien called the meeting to order at 7:03 p.m. to adopt the Agenda, which was approved.  Joe introduced John Trombley, who is the new assistant operator, and asked him to tell us a little bit about himself.  He works for the State of Vermont.  He has a construction and excavation background.  He is looking forward to a new experience.  He works in South Burlington and lives in Georgia.

 

2.   Review and approval of minutes of previous meeting(s).  Minutes from the November meeting were approved.

 

3.   Review and approval of financial statements.  The financial reports for November and December were approved.

 

4.   Customer Comments.  Karl Reimer was concerned about conserving water at old ID School on Route 15.  Kirk shuffled the meter to the house.

 

5.   Correspondence.  None.

 

6.   Operations Report.

 

Operator’s Report.

i.                    Water usage.   41,423 gal/day

ii.                  Test Results and Testing.

Bacteria results negative.

Fluoride results within tolerance.

 

7.   Repairs, Maintenance, and Connections.

 

Kirk said consumption wise we are at 6% water loss, which is good.  We did lose 5,000 to 6,000 gallons of water at Park Street.

 

The water pooling at the property at 10 Park Street has gone away.  Mark brought up using the listening equipment.  Kirk and John will go to the curb stop and listen for a leak.

 

Kirk said December was pretty quiet. 

 

They were demolishing the old foundation on Route 15 at the Brewer property.  A new one will be put in later.  The water line was capped for the winter.  We will run a new line in the spring.

 

The meters were read on December 30.  There were six account that we had trouble with.  The house on Maple Ridge redid the siding and took down the touch pad.  Kirk will install a new one.

 

The Mission radios are up at Maple Ridge.  The tank filling at the cistern and big tanks are done through Mission and Poker Hill down to the building.  We now have backup communication.

 

The chlorine analyzer needs preventive maintenance.  The tubing needs to be replaced a couple times a year because it builds up with debris.  Kirk with work with John on this tomorrow afternoon.

 

Kirk gave John a brief description on Mission to get him familiar with it.  Kirk will set up a training for the trustees.

 

Kirk met with John for the daily testing and the ins and outs of the pumphouse.

 

8.   Old Business.

 

A.  Nothing new on Mill Development.  Hamlin dug test pits for sewer.  They may try to combine with the school in the spring.

B.  When a meter needs to be replaced, it will be replaced with a radio read meter.  Kirk talked with Marc about the meters and they are about 15 years old.  They usually fail around 20 to 30 years.  We should think about setting money aside for meter replacement.  Can do a little bit at a time.  The District received a grant to upgrade in the early 2000s.

C.  Under capital plan.

D.  No new allocations.

E.  Wells and pumps are doing well.

G.  Talked about Mission radio earlier.

H.  Tank inspections will be done in warmer weather – April or May.

 

9.   New Business. 

 

A.  Andy is pretty much removed as assistant operator.  He will still do the collections.  Will help in dire need.  He will also help with the flushing.  Kirk calls him occasionally.  Mike still helps out on Fridays doing generator stuff.  Kirk will have John meet with Mike on the generator.

B.  The hydrant on Meadow Lane needs to be replaced as it is failing.  The one on Route 15 by Dickinson Street is half buried.  The one by the old gas station on the way to Meadow Lane is also bad.  Kirk has a rough sketch of schematic.  He will put into a proposal this month for review by the Board at the February meeting for sending out by the end of February.  Kirk said we should throw the curb stops on there.  A couple are bent over and broke off.  There is a running list with Mike and Andy.  Harvest Run and cul-de-sac off Raceway RFP to put in.  Should have photo documentation to keep record of.  Steve said we should see about replacement when they do the sidewalk work.  Kirk will reach out to Underhill.

C.  Joe will work on a draft of fire hydrant policy for February meeting.  Will send an invite to the Fire Department.  He will send out a draft.

 

10. Next Regular Meeting.  Next regular meeting February 2, 2020 at 7:00 p.m.

 

11. Review and Approve Bills.  Bills were reviewed and approved.
