President Harold Sargent called the meeting to order at 7:12 p.m.
1. Review & Approval of Previous Minutes. The proposed October 5, 1998 minutes were reviewed and unanimously approved.
2. Review & Approval of Financial Statements. The October 1998 financial statement was reviewed and unanimously accepted.
3. Operator's Report.
- Water use. 56,972 gpd.
- Operators' Reports.
1. A discussion of the chlorine readings and the effect the age of chlorine would have on those readings was held.
- Other. None
4. Customer concerns.
Two customers have called the clerk to complain that their bills were too high. In both cases the reading the meter reader had recorded was verified by the owner as being correct. The clerk reviewed with the customers the possible causes for the high water usage.
5. Old Business.
- Electric heater installed vault - Marc.
Marc has installed the electric heater. Harold gave him a different thermostat to install in the line because the one in the new heater may not be accurate.
- Joe & Louise O'Brien's service line insulated - Harold. This project was completed on October 26, 1998. 2'x8'x2' insulation covered with a layer of topsoil was put over the service line.
- Water service to Mrs. Arietta Wrisley - Harold.
Mrs. Wrisley's home at 6 Dumas Road was connected to the water system on October 29. 1998. She was told to wait until November 2, 1998 to drink the water in order for the line to clear. The clerk was instructed to send her a bill for the connection fee of $1500.
d. Report on painting pipes in the Control Building - Harold. No action taken.
- Radios or telephones for field communication - Ken.
Ken has made calls to two companies. He is waiting to receive information and price lists.
- Report on gate repair - Harold.
Harold had checked with Bob Ginsberg who said the gate needed to be removed and taken to his place of business in order to do the repairs. This would cost $200. Blue Seal Feed sells new gates for $95.90. Harold will
inspect the gate for possible repairs and adding a wheel and a guy wire for support.
- Report on emergency power - Harold. No action taken.
- Other.
- The clerk presented a comparison of the amount of water used versus the amount of water which was billed to the customers for the first three Quarters of 1998. A complete comparison will be made at the end of the year. So far this year the new rate of an additional 25 cents per thousand gallons billed has generated $3,070.25 for the tank painting fund.
- Harold and the clerk will meet with the meter reader before the meters are read for the next quarter.
6. New Business
Other.
- The Underhill-Jericho Fire Department returned the wrenches to the water district because they did not want the responsibility of possible damage when using them.
- The system will be flushed on November 11, 1998. Harold will inform Browns River Middle School and. the clerk will inform Gert's Hairstyles.
- A change has been made in the site for bacti testing from 35 Valley's Edge to Big John's Store.
- The state results in fluoride readings compare well with the readings taken by Helen Miller.
- The water district has received a letter from Bill Cornish of Water solutions regarding his disappointment with our change of supplier of fluoride.
- The hydrant flags need to go up for the winter months. Peter Mitchell and Ken Crimmins will complete this project.
- Harold will call Vince Paradis regarding the Right of Way easement for our line on the Sacco property.
7. Bills to review & approve for payment. The bills were reviewed and approved for payment.
8. Adjournment. The meeting was adjourned at 9:21 p.m.
