President Harold Sargent called the meeting to order at 6:35 p.m.
1. Review & Approval of Previous Minutes. The January 6, 1997 minutes were reviewed and approved as presented,
2. Review & Approval of Financial Statements. The January 1997 financial statement was reviewed and approved as presented. The clerk was asked to inquire from the Hastings-Tapley Insurance Company as to why this year's premium was higher than last year's.
3. Operator's Report.
4. Customer concerns.
a. Calls concerning colored water were received from J. Stoddert, D. Haley, J. Robinson, Mrs. Woodham, & J. McClellan prior to the flushing. Vicki Milton said she had colored water when asked by Harold Sargent. Reports indicate that flushing has eliminated the colored water situation.
5. Old Business.
e. Other. None.
6. New Business.
a. Estimated costs for increase in liability coverage. The clerk presented the quotes from the Hastings-Tapley Insurance Company for the costs if we were to increase our coverage. Because of the large increase in premiums this would incur, it was decided not to pursue this at this time.
b. Old Methodist Church water service request. Rick Middlebrook is in the process of purchasing the old Methodist Church property to use for his business. He was present to inquire about the procedure and costs of joining that building to the water district. One of the buildings on the property is already served by the district. He reported that the Jericho Planning Office determined that the lot cannot ever be divided due to the non-conforming (small) size. A question arose as to whether others had paid a second connection fee for a second hook-up on the same property. The clerk was asked to research this and report back to Harold. Harold explained to Mr. Middlebrook which parts of the hook-up are the district's expense and which are the property owner’s expenses.
c. Projects for Summer 1997?
1. Valve on Brookside Drive. We should investigate and possibly repair or replace the blow-off valve on Willow Lane.
2. Hydrant painting (11 to do). We are on a 3 year paint cycle for the 35 hydrants.
3. Flushing system (May?).
4. Tank painting. The tank has a 37' diameter and is 33 ' high. It is an estimated 11,000 sq. ft. inside and outside for a rough estimate of $25,000 plus engineering. Bids would be sought should the Board decide to paint the tank
d. Other. The clerk suggested that the next time we change any of the district's regulations, we consider adding a fee for non-sufficient funds checks due to the extra time and expense they cause the district. This isn't a big problem at the moment, but perhaps a fee would act as a deterrent. The clerk reported that most other businesses have fees for this inconvenience.
7. Bills to review & approve for payment. The bills were reviewed and approved for payment.
8. Adjournment. The meeting was adjourned at 8:20 p.m.
