The monthly meeting of the Jericho-Underhill Water District was held on May 2, 1988. President David Damkot called the meeting to order at 7:05 p.m. Those present included David, Trustee Harold Sargent, Trustee, Doug Keith, Clerk Sue Carter, Operator Marc Maheux, Roger Bushey, Allen Bolio and his lawyer Mr. Fallon.

The minutes of the last meeting were reviewed. They were amended to read in paragraph 11 ......"runs parallel to the existing road” and in paragraph 9 grafts was corrected to graphs. The minutes were accepted as corrected.

The financial statement was reviewed and accepted.

Operator's Report: Marc reported a drop in daily water usage after the leak at Langlois property was repaired, a drop from 104m gallons to. 91m gallons a day.

Harold made a motion that the Board send David Langlois a letter requiring him to change his plastic line to Type K copper as per our regulations and to please contact Marc as the the proper use of materials and final inspection. David seconded. Unanimously passed.

Marc said the well points will be flushed and the hydrants will be flushed in the month of May. Marc asked that a notice be sent to the water customers to inform them of the flushing.

Allen Bolio has changed the line to the first house in Wonderhill Estates to Type K copper. It has been inspected and approved.

1.A review was made of the final plans for Poker Hill. Marc suggests that they use ductile iron piping instead of 8" PCV.

Marc also said that hydrants should be no more than 500' apart. He feels that the last home on the system should have a hydrant no more than 500' away.

Marc suggested that the building plans at the new site be shown to the Hudsons and Mary Bushnell so that they might accept the Mans

Marc also suggests that a wash basin with a small hot water heater be placed in the building for those times that chemicals get on hands or in eyes.

Harold checked out a report from Mr. Bramen, of a hydrant on Steam Mill Road that had been hit by a car. Harold reported the matter To the State Police and to a fireman at the Fire Department. He could not determine if the hydrant was permanently damaged but it had been moved somewhat.

Harold will speak to Buel Metcalf about fixing up the area between his home and Mrs. Townes. It needs some top soil and grading.

Old Business: Vt. Bond Bank authorization. The discount figure decreased again with a savings of $530 a year or just under $12,000 for a total savings. David said to go ahead.       

Doug has not been in contact with anyone on Palmer Lane since the last meeting. Doug will get the deeds that are already signed and notarized recorded with the Town of Jericho and pay the homeowners the $10.00 fee agreed upon.

Use Fee from Fire Department: Chief Tillotson suggested that the Board attend a meeting and tell the Fire Department body why they are requesting the $500 from each Town. David will call and find out their schedule for the next couple of months and ask that they put the Board on the agenda.

Mr. Bushey attended the meeting to express his concern over the hour in which the meter reader is reading his meter. He nays the meter reader comes to his home between 8 and 9 p.m. and he does not want him coming after 7:30 p.m. Doug will speak with Roger about whether he can arrange a better time for reading the Bushey's meter. Doug will also let Mr. Bushey know the cost of installing an out­side reader.

David called the Archaeology Department to discuss their needs on. the new site but he did not get a return call from them. Webster-Martin sent out letter to area archaeologists for someone who is Interested in doing this work. They received only one response. He will come out, walk the site and submit an estimate of the work that will be done.

Mary Bushnell has agreed to move the line for the right-of-way over and the Hudsons have agreed that an easement for the right-of-way is OK as long as the the roadway does not come out on top of their driveway.

Roland Pelchat has agreed that if there is another leak in his plastic piping, he will replace it with Type K copper.

Chet Willey is agreeable to a fee of $3.75 per fluoride reading or $15.00 a month. Chet should report to Harold if any reading is below l and above 2.

Harold has plugged the test wells.

New Business: David reported that he received a telephone call from Ron Buxton of the Jericho Water Department. Mr. Buxton reported they have found a good water source and would like to sometime talk with our Board about combining districts.

Mr. Fallon, Mr. Bolio's attorney, spoke to the Board about the Bolio's development. The Bolios need some commitment from the District that when water becomes_ available they have first rights to water for 38 lots. Though they will raze in the homes over a period of years, they would like District commitment for the 38 lots. They do not want to file the papers with ACT 250 until a commitment from the Board is made. These papers need to be filed within the next few weeks. The Board agreed that Mr. Fallon write up a proposal for the Board to review and agree upon.

David reported on a letter from John Kordish regarding a request for hook-up because of problems with his system and the fact that he is planning on digging up and repaving the parking area.

Harold made a motion that the District honor the request for hook-up on grounds they have an emergency situation and that the existing system is physically disconnected from our system. Doug seconded. Unanimously carried.

Doug will check with the Town about repairing the sidewalk damage in front of GAR Place, Genevieve King, Buel Metcalf and Gladys Kingsbury.

Allen Bolio submitted a copy of the pressure test done by Red Hed Supply on the service line that Mr. Bolio put into the Post Office in 1985.

Bills were reviewed and signed.
