The monthly meeting of the Jericho-Underhill Water District was held on June 6, 1988. President David Damkot called the meeting to order at 7:02 p.m. Those present were David, Trustees Harold Sargent and Doug Keith, Clerk Sue Carter, Operator Marc Maheux and Allen Bolio.
The minutes of the last meeting were reviewed and accepted. The financial report was reviewed and accepted.
Operator's Report: Marc reported that about 3 weeks ago there was no water at the cistern. The pump was not pumping so Marc bought a new pump, installed it and everything seems fine. The new pump is pumping about 45 minutes a day as opposed to about 7 hours with the old pump. The new pump has stirred things up enough to cause problems in individual homeowners systems. Marc has worked to correct the problems at Lavigne’s and Morris’s. The Morris meter may not be functioning properly.
Marc has his scuba diving certification and has said if tank inspection needs to be done, then he could now do it.
Janet Post had a leak at her property. It has been repaired and a new meter with outside reader has been installed.
Kordish, ie Big John's, will have his connection on June 7. The hookup fee has been taken care of.
Gary of Road and Site has spread top soil on the Langlois and Stout property. It should be seeded soon.
The well points have not been flushed.
David received a letter from Gary Lavigne regarding cost of materials etc. for the cleanup of damage caused by the cistern problem. He has asked for payment of the charges from the District in the amount of $194.50. David made a motion to pay the complete cost of the bill. Harold seconded the motion saying a note should go to Gary saying we would pay our system operator directly. Unanimously carried.
Palmer Lane Easements: Doug reported that all deeds except Bleakly have been signed, recorded and paid for. Bleakly, because of his refusal to sign the deed, will be on his own service line when this work is done.
Doug will go down to talk with the homeowners regarding putting the line on the other side of the road and will also talk with Mr. Bleakly again about signing the deed. He will also tell Mr. Bleakly that he will not get a new connection and any further problems are his responsibility.
David was not able to reach Chief Tillotson about use fee from the Fire Department but will reach him soon.
Doug has not been in touch with Roger about reading the Bushey meter.
Discussion with Mary Bushnell and the Hudsons: Mary Bushnell is not excited about signing over the disputed piece of property with the Hudsons. The Hudsons are willing to let the District lay pipe on their piece of property with a permanent right-of-way but will not sell any property. David will have some papers from the District Attorney for signature by Mary Bushnell and the Hudsons.
David received an agreement from Attorney Fallon regarding the Allen Bolio Wonderhill Estates request for a commitment to supply water to 38 lots. Harold made a motion that the proposed new agreement submitted by Attorney Fallon be signed as presented. Doug seconded the motion. Unanimously carried.
David received a letter from Grace Mills requesting a two connection hook up with the Water District. The Board agreed to deny the request on the basis of no prior obligation and no public necessity. The request does not meet the District criteria for lifting the moratorium, however the District will be happy to consider the request when the project is underway. Because of delays in getting the land secured, the project is not yet underway.
Harold spoke with Buel Metcalf about seeding the area around his home and Janet Townes.
Harold brought up a Public Health Notice about lead in the drinking water. Despite some reservations in the wording of the resolution by one Board member, the Board felt the publication was an acceptable and necessary public notice.
Bills were reviewed and signed.
