December 5, 1988 Minutes                           

The monthly meeting of the Jericho-Underhill Water District was held on Dec. 5, 1988. President, David Damkot called the meeting to order at 7:04 P.M. Those present were Dave, Trustees Harold Sargent and Doug Keith and clerk, Peg Sargent.

Minutes of the last meeting were reviewed and accepted with a verification of the bond set figure, page 2, paragraph 1, the bond was set at $406,000' should read the bond was set at $306,000'

The financial report was reviewed and accepted with changes on the figures that can be billed to the insurance company for the Royce property. It was noted that the repairs that were the District's responsibility have been completed.

As Mark was not in attendance, Doug was asked to call Mark regarding his report. It was noted that where the repairs were made on Maple Ridge the ground has definitely dried out and we are using less water to service the cistern. It was filled to the top. Also discussed were the merits of a pump at the cistern.

In discussing the Palmer Lane repairs it was noted that the leak was under the road and also of note, that the road is not a public road. It was reported that the new curb stop was installed on Greenia's side of the road, between the break and Greenia's house. Harold recommended that new copper service lines be installed by owners when this project is undertaken. Need to check with Marc regarding the repairs that were done. One question for Marc was what weight was the service line that was repaired.

It was suggested that when replacement is needed that we 1.) Discuss the payment with the customer, maybe something will need to be worked out with time payments, and 2, that we check the original agreement with the property owners regarding original service.

We need to put new main on Greenia's side of the road, it was suggested that two curb stops be put in, one on either side of the road. It was decided to accept any problems under the roadway as the District's responsibility.

Zilda Metcalf, Underhill Town Clerk has given Doug an Underhill map with the Underhill property coded to help with our tie maps. Dave will check with Jericho regarding maps for the Jericho side of the District.

Harold said he has yet to do the 'management plan'.

Harold advised that there may be problems with the grant increase of $115,000 to 185,000; there is a possibility of some adjustment in mid-January. We may not know until April if increased funds will be granted, this will have to be prior to the bids. Dave will talk to Webster-Martin regarding their sending a letter to Bill Brierly of the Dept. of Environmental Conservation with an explanation requesting that they increase the grant. There was discussion regarding the possibility of asking for hook-up fees in advance to help put the project on 'go'. This would be like an Escrow account.

Doug had not contacted Mr. Bushey, he wishes to talk with Roger first.

Dave had sent a letter, a copy of which was viewed, to Dan Girard to try to resolve the problem of reading his meter.

The clerk was asked to hold up on payment to Webster-Martin until further contact is made with them.

Metering the Fire house was discussed and Harold was asked to check with Essex, Winooski and the Champlain Water District regarding their policies on this matter.

Harold had called Mark Welch and he said he had forwarded the claims to his home company with the expectation they would be honored. This was relevant to the Royce property.

Still no tie maps from Allen Bolio, Harold will contact him again.

Under new business, the System Operator job description has not been written Up.

Harold and Doug said they would put the hydrant flags out on Sat., Dec 10th.

The FmHA legal notices from the Free Press are to be sent with a cover letter to W. Lester Breault of the FmHA, Peg will do this.

Dave had a request from the Underhill lesters regarding how much land was bought from Bushnell, Hudson and Mills. Dave will respond. Hudson's right-of-way 'in per­petuity', the water main to be constructed on the other side of the ditch (creek) and the District's agreement to replace the trees were discussed. Dave will contact Vince Paradis to clarify these matters.

In reviewing the bills there were questions regarding the Fire coverage of the Water Tank, Dave will call Pomerleau to check on this coverage.

Harold and Doug will also check out the meter at Martha Dain's on Saturday to see if there is a problem.

Peg was asked to contact Green Mountain Earth Care and ask them to seed the berm by the pump house when they deem it's an appropriate time.
