David Damkot called the meeting to order at 7:25 on July 7, 1986.
David Damkot, Harold Sargent, Marc Maheux, Sue Carter, Lonnie Bolio, Bob Greenia, Chris Gluck, Joe Capps and Ron Schmucker were present.
The minutes of the last meeting were distributed and read. Bob Greenia corrected the minutes by stating that the cost to the District was $.99 per thousand to pump water from the ground last year instead of $1.50 as reported• The minutes were accepted with corrections•
Christine Gluck and Joe Capp purchased the Ettlinger property and had requested water for an apartment in the upstairs of the barn on this property.
They, along with their attorney, Mr. Schmucker came to the Board meeting to ask the Board to reconsider its denial of this water.
The building administrator in the Town of Underhill gave them the impression that it was OK to put this apartment in based on the fact that less water would be used than the present owner was using.
Chris and Joe would like to live in the apartment and rent out the house to adult occupants• They would be willing to have their usage monitored and restricted. They would be willing to come to the Board and show through metering that they used less than the Ettlinger. They would also be willing to restrict their renters on their usage as well by saying no wash machine and no children if the Board so desires.
Our concern would be that they use the same or less water to even consider their hooking up• We will average four (4) consecutive readings and monitor their usage by re-evaluating if they go over this average for two (2) consecutive quarters.
A legal document will be written by Mr. Schmucker and reviewed by the Board as to the conditions and restrictions of this agreement.
Old Business - Harold will follow up with the Agency of Environmental Conservation to see what their findings were on the letter the Board sent to Katherine Vose on 6/16/86, on the Von Turkovich property at the end of Poker Hill Road•
New Business - The Board accepted the resignation of Carl Miller and elected to appoint a new member to fill his unexpired
Marc Maheuxs name was put into nomination by Harold Sargent, seconded by David to fill his term until October. Marc accepted to fill the position until October•
Marc has been in contact with Mert Mill's lawyer and they have had a problem locating a survey map• He does not believe Mert has the 20' right-of-way to allow us usage•
Harold, David and Marc will meet with Stan Wilbur and Jeff McDonald to review their update on work for .Webster-Martin on July 14 at 7:30 at the United Church•
Sue will look into renting a box at the Post Office for all District mail to funnel through
