1.   Call to Order and Welcome.  Joe O’Brien called the meeting to order at 6:30 p.m.  Jericho Heights request was added to New Business as 7E.  The emergency water supply for out of district (well owners) was added to New Business as 7F.  The Agenda was adopted as revised.

 

2.   Review and approval of minutes of previous meeting(s).  Minutes from the September meeting were approved. 

 

3.   Review and approval of financial statements.  The financial statements for September were approved.

 

4.   Customer Comments.

 

            Donald Langlois on Palmer Lane said he was charged usage fees when the water has not been hooked up.  Joe told him to pay the base fee.

 

            Nancy and Tanner heard from real estate agent for Cummings on day of closing.  Readings were done at end of month, so a final bill went out.

 

            Steve heard from Emmett Manning that the beaver dam is being worked on.  Steve went up and checked and will take action if needed.

 

            Haven’t heard anything regarding the bent shutoff on Meadow Lane.

 

5.   Operations Report.

 

Test Results and Testing.

Bacteria results negative.

Fluoride results within tolerance.

Routine testing and operations

The quantity of the water is still good.  The pressure quality of the water is still the same.  Brian recommended not flushing right now.  Joe said we would wait until November and possibly just flush a few at the end of lines, including the Control Building.  Tanner asked if we could tell the well levels.

Meter readings were off on some – no reading or current less than previous.  They were estimated for the invoices.

 

6.   Old Business.

 

A.    Joe said he spoke with Nick Goodrow from ECI.  The hydrant replacement will occur the week of October 20.  They will coordinate with EJ Prescott with 24 hours notice.  Joe made it clear we are fixing one and replacing one.  They are in stock.

B.     For the sanitary survey, the pressure testing was done by SOS and was taken off.  The new transducer may have moved the pressure up.

Tanner said the woman is still interested in doing the O&M Manual.  Joe got in touch with the State rural water office in Essex, but never heard back.  He suggested Tanner get contact on website for help with the manual.  It should cut back on the amount of work by taking old one and adding new information.  They did say we shouldn’t spend $6,000.00.

Chris Wells said in October he would need 24 hours notice to dig up leak at cistern.  Steve will e-mail Chris.

C.  Nothing new on the Mill Development.  Tanner things they are waiting on the sewer by the school.

D.  The Route 15 sidewalk project needs lighted sign flashers.  The markings are done.  We should search out the connections. 

 

7.   New Business. 

 

A.    Harvest Crossing connection is a dead end going in.  The Mill connection is Route 15 to River Road.  They received a bid for $90,000.00 for connecting the end of the loop development across to Harvest Run.  The project is ready to go out to bid.  Joe will check to see if they stand on that and hold firm. 

Joe has an appointment with the engineer tomorrow.  The engineer thought an 8” main was needed for the development.  That may be why it is $90,000.00 for a 400’ connection.  Jacobs Hill and Mill are 6” blue piping.  They could keep in bid or put it out separately.  This recommendation came from Marc.

Tanner asked if two lines could go in one ditch and if there are regulations on it.

 

B.     Chris Wells excavated by the storage building.  The roof should be done first thing.

 

C.    Steve is still looking for a pressure washer.  Trustees will set up a time to move things from the control building into the shipping container.  There is a lock with a master key.  Steve built shelving and can move it into the control building.

 

D.    Annual meeting review was done.

 

E.     Bob Devost from Jericho Heights asked if our District would sign on to the request to dip into the emergency neighborhood fund with Jericho.  Is it galvanized pipes to borrow money?  Tanner or Steve will figure out how we know which is galvanized.  Joe will send Steve an e-mail.  Tanner suggested we not sign and do nothing as there may be strict guidelines.  Steve said do nothing until we see details.  Joe will reply to Bob Devost.

 

F.     Regarding the emergency water supply, the State says there is an obligation to help.  How we respond is up to us.  Do we have the capacity to help?  Would we charge?  How to fill?  Steve said they should pay and ask a tanker to consider helping.  The Fire Department hasn’t heard anyone running out of water.  Joe said we can’t take thousands of gallons out of a hydrant.  Do we have access to a potable water tanker?  Does the National Guard?  CWD would be the one to get it from.  Joe will talk with the Fire Department again.  Would people go there for potable water?  It would be a charge as need basis.

 

The connection request by The Brick House for 1 Park Street was formally adopted.

 

8. Next Regular Meeting.  Next regular meeting November 4, 2025 at 6:00 p.m.

 

9. Review and Approve Bills.  Bills were reviewed and approved.
