November 5, 1990 Minutes

The monthly meeting of the Jericho-Underhill Water District was held on November 5, 1990 in the basement of the United Church of Underhill. President David Damkot called the meeting to order at 7:04 P.M. Those present were Dave, trustees Harold Sargent and Doug Keith, clerk Evelyn Sargent and operator Marc Maheux. Also Peter Hartwick attended briefly to be brought up to date on the Project's status.

The minutes of the last meeting of October 1, 1990 were reviewed and approved.

*The minutes of the Emergency Meeting of October 9, 1990 were also reviewed and approved.

The financial reports of the District and the District's Project were reviewed and accepted.

Doug inquired why we were using such heavy amounts of chlorine. Harold reported that we got a bacti count of 14 reported from the State Health Laboratory. This may be due to high water problems, as explained in the following operator's report and due to a higher than normal groundwater table. Harold reported that the last sample report received Oct 29th was good (negative).

Operator Marc Maheux reported that there had been a great deal of problems with beaver at well site #1. Ken Mitchell had destroyed three beaver dams and part of a fourth. Marc will contact Gary Lunderville to finish destroying the 4th dam. Marc had spent quite a lot of time trying to rid the area of the beavers. He brought to the board's attention a letter from the Town of Underhill addressing problems in the Roaring Brook Development (8 houses) near Roaring Brook as this problem might have adverse effects on our well site #1.

Fluoride and sodium hypochlorite have been ordered. 

Marc had made numerous repairs; he rehooked the remote meter wire at Mary Bushnell's (due to sheep damage); made repairs at Maglaris' and Vincent's; installed two curb stops at Bernard Coffey's and turned the meter around at Greenmont Lumber. 

Marc again emphasized the value of getting the water system into a computer data base. Doug will contact Ed Moore for more information and especially what the cost range would be to the District.

Project construction status is at the point of waiting for pump approval from the Vermont State Department of Health. Dave mentioned he had talked with our attorney and things look good for our final settlement of the Project.

Harold had talked with Bob Stone and David Tillotson of the Underhill-Jericho Fire Department regarding the three hydrants that we planned to have the Fire Dept. flush. Mr. Tillotson asked what the Water District might pay the Fire Department for this service. It was an earlier understanding of the Board (when Fire Dept. representatives met with the Board) that the Fire Dept. would do the flushing as part of their training exercises. Doug asked if this is something the Board could do themselves. The Board was in agreement that if the Fire Dept. will do the flushing as part of their training exercises, okay, otherwise the Board will determine other means to do the flushing.

The curb stop location directory status was the same as the prior month.

Mention was made that the fire hydrant flags need to be installed.

There remain seven water services (after Greenmont becomes metered and not counting the Underhill Cemetery) that are still not metered. These unmetered cases need to be reviewed and a decision made on whether to meter them if possible.

The bills were reviewed and signed. The meeting was adjourned at 9:38 P.M.
