Board of Trustees
Jericho-Underhill Water District
P.O. Box 174
Underhill, Vermont 05489
October 1, 2000 to September 30, 2001
The Jericho-Underhill Water District provides drinking water and fire hydrant access to approximately 850 people within the District. District water supplied during the past year averaged slightly little less than 50,000 gallons per day. District water comes from two deep wells within the district. This water is treated with chlorine as a health precaution, fluoride to promote dental health, and a phosphate compound to sequester manganese.
Water quality was reported to district customers in the annual Consumer Confidence Report distributed all customers in June 2001. Daily and monthly during the year the district tested water quality as required by law; and consistently met water quality standards.
The district wells, pumps, and electrical connections were evaluated in the fall of 2000. As a result the electrical disconnect at the wellhead was replaced; and the pumps are being considered for rebuilt in the future.
The Source Protection Plan, which is a plan to protect the district water sources was updated this year. As part of the update information was sent to all persons living within the wellhead protection zone, and several were interviewed. The district operator presented an overview of the Source Protection Plan to the board of the Mills Riverside Park so that the park could take water district needs into account in their planning.
The district storage tank and cistern were inspected and cleaned in the fall of 2001. The district was advised to repaint the storage tank both internally and externally within a period of approximately 2 years. The district has been accumulating funds for this purpose.
The district has begun a program to replace broken or worn-out water meters with a newer model. The plan is to update all district meters over a period of several years to increase the accuracy and convenience of reading.
The district connected two new customers to the system this year; these were houses within the district that had previously relied on wells. The district completed improvements to the distribution system along Depot Street. The district completed items from the Maple Ridge Project (1996) and the Poker Hill Project (2000). The fence at Pump house 1 was repositioned and repaired last fall; and several culverts were replaced in the summer. Shutoffs were repaired at two locations; system valves in the system were exercised for the first time in several years; and approximately a third of the hydrants were repainted.
M.Maheux continued to serve as the Chief Operator of the District. In addition J.Beane was hired as Assistant Operator; R.Cormier continued as meter reader, and H.Miller continued as daily water tester.
The board began the use of an Annual Budget in fiscal year 2001 as a planning and reporting method; and plans to continue developing this for fiscal year 2002. The board switched its insurance coverage to that provided by the Vermont League of Cities and Towns for cost savings.
The District web site is located at "http://water.jerichounderhill.com" and is contained in the Jericho Underhill Shared Community Web space . The web site is maintained by M.Maheux and contains information about the District including how to contact the district officers, and operators; water usage, water test results, meeting minutes, reports, and links to other sites containing drinking water information.
The board holds regular monthly, public meetings on the first Monday of each month. These are held at 7:00 p.m. in the basement of the United Church of Underhill located on the Green on Park Street in Underhill Flats. Members and voters of the district are encouraged to attend.
